**General Services Administration**

As a Transportation Operations Officer, you will manage, plan, control and operate a complex Fleet Management Center (FMC).

**Location of position:**

FAS, Fleet Management Center: 9700 Page Blvd., Overland, MO.

This office is responsible for managing the full spectrum of fleet vehicles administered by GSA.

We are currently filling one vacancies, but additional vacancies may be filled as needed.

+ **Duties**

Major duties include, but are not limited to the following:

Performs customer service and liaison for the GSA Fleet program. Makes regular contact with top agency officials to advise methods of insuring that agency mission and needs are met through ongoing analysis of vehicles and equipment utilization.

Responsible for the oversight of the FMC's vehicle acquisition program.

Supervises a subordinate staff of employees engaged in administrative, analytical, mechanical and technical, contract administration, and related work.

* US Citizenship or National (Residents of American Samoa and Swains Island)

* Meet all eligibility criteria within 30 days of the closing date

* Meet time-in-grade within 30 days of the closing date, if applicable

If selected, you must meet the following conditions:

* Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a **political** Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.

* Serve a one year probationary period, if required.

* Undergo and pass a background investigation (Tier 2 investigation level).

* Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position

* Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Securitys e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

* Serve a one year supervisory or managerial probationary period, if required

* Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

* As **required** by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.

* Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agencys telework policy.

The GS-13 salary range starts at $ 93,494.00

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

**Specialized experience is** managing, supervising, leading, or providing authoritative expert advice in the administration of a fleet operation including vehicle acquisition, leasing, remarketing, and disposal. Such experience must also include fleet sales, acquisition of new vehicles, remarketing of government vehicles; application of state and federal vehicle disposal and acquisition requirements, contract administration, application of current industry standards and trends, and customer service.

- **Extensive knowledge of the fleet management center program operations and activities, governing laws, regulations, methodologies and policies to provide sound/technical guidance and assistance.**

- **Knowledge of the Federal Acquisition Regulations (FAR) and other regulations, policies and procedures related to vehicle operations and maintenance.**

- **Ability and knowledge to manage all financial aspects of fleet management.**

- **Ability to plan and supervise work of staff, communicate performance measures and manage employee outputs to meet program objectives.**
